Collective Agreement reached with Part-Time Support Staff

We are pleased to confirm that a Collective Agreement with the Part-Time Support Staff has been reached. After mediation on November 20 and December 12, 2025, some issues proceeded to an arbitration hearing before Mediator William Kaplan. This concludes nearly two years of negotiations between the College Employer Council (CEC) and OPSEU.

Some of the key elements include for all Part-Time Support employees:

  • Wage increases as follows for the period February 1, 2024 – January 31, 2027
    • February 1, 2024: 2.5% Across the Board (ATB)
    • February 1, 2025: 2% ATB
    • February 1, 2026: 2% ATB
  • Retroactive wages are payable only to those employees employed on December 15, 2025. Colleges have 90 days to implement the retroactive wages for current employees (until March 15).
  • Vacation pay for all employees of 6%, regardless of years of service, effective February 1, 2026

For Regular Part-Time Employees 

·        Two (2) paid sick days per calendar year, without partial days or banking, based on regularly scheduled hours, effective March 15, 2026

·        Regular Part-Time employees who have their shift cancelled by the College with less than 24 hours’ notice or are sent home early will be paid for the full shift. However, with more than 24 hours’ notice, shifts may be cancelled with no entitlement to pay.

 For Students

·        Current Student employees who are interviewed for another part-time support staff position may request, within 5 days, feedback on their unsuccessful application.

“This Collective Agreement provides students, Part-Time Support Staff employees, and Ontario colleges, with greater stability before the holiday season and through the New Year,” said CEC Chief Executive Officer Graham Lloyd. “We are grateful for the work of these employees and to Mediator Kaplan for addressing the significant divisions that contributed to these prolonged negotiations and providing colleges and employees with a fair agreement.”
