CEC actively engaged on CAAT Pension governance concerns

February 11, 2026
College Employer Council News and Updates

College Employer Council (CEC) is actively engaged regarding governance concerns at the CAAT Pension Plan, a jointly sponsored pension plan serving Ontario's college community.

Protecting Member Interests

First and foremost: CAAT Pension reports that the Plan continues to be well funded and strongly positioned to meet all retirement commitments. CAAT Pension’s most recent independent valuations show the Plan at a 124% funding status - meaning the Plan has $1.24 in assets for every $1 of pension benefits promised. CAAT Pension further reports that, with more than $23 billion in assets and over $6 billion in funding reserves, the Plan is positioned to withstand market volatility and other risks.

Independent Governance Review

In December, the CAAT Pension Board retained an independent governance and legal expert to conduct a comprehensive review of governance policies, procedures, practices, and communications. This review is in advanced stages and findings are expected this week.

CEC's Active Engagement and Next Steps

While CAAT Pension trustees operate independently with fiduciary duties to the Plan, CEC has certain authority as a joint sponsor. We are taking the following active steps on behalf of our members:

  • Monitoring developments closely and receiving regular updates.
  • Expecting CAAT Pension to share the investigation findings transparently.
  • Reviewing findings immediately upon receipt.
  • Preparing to take appropriate action as details of the investigation become available and as findings warrant.

Our Commitment

Throughout this process, CEC is committed to:

  • Accountability and action based on facts.
  • Strong governance that protects member interests.
  • Transparency about our review process and decisions.
  • Acting decisively as findings become available.
  • Communicating promptly with members as decisions are made.
